Abstract

Exercise Mitra Shakti, the annual bilateral army exercise between India and Sri Lanka first conducted in 2012 has evolved into an important mechanism of defence cooperation and military interoperability. The study examines how Mitra Shakti has developed historically between the two armies and analyses its tactical, operational, and strategic dimensions. It further examines how the exercise contributes to counter-insurgency (COIN) and counter-terrorism (CT) preparedness under Chapter VII of the United Nations mandate, enhances interoperability and bilateral defence diplomacy, and strengthens professional military cooperation. The study also assesses its strategic relevance as India and Sri Lanka respond to extra-regional influences within the changing geopolitics of the Indian Ocean Region. In addition, it identifies key challenges and future prospects affecting the continued development of bilateral defence cooperation through Mitra Shakti, including differences in military capabilities, resources, infrastructure, and Sri Lanka’s strategic balancing....
