Resumen

Se ha diseñado y validado un marco basado en IA en múltiples casos de uso urbanos para transformar los problemas empresariales en resultados medibles y sostenibles. Basado en el paradigma de las preguntas clave empresariales (KBQ), integra la unificación de datos lista para la gobernanza (ETSI NGSI-LD y MiMs), modelos de gemelos digitales y evaluación económica (ROI, TIR, VAN) para maximizar el excedente fiscal y social. La fase de implementación combina la caja de herramientas de gemelo digital local de la UE para gemelos modulares, canales que conectan sensores con la toma de decisiones, y la integración con LORDIMAS para la evaluación comparativa. Las pruebas realizadas en los ámbitos de energía, movilidad, residuos y agua muestran VAN positivas, una rápida amortización y una hoja de ruta estructurada para priorizar y escalar las inversiones en programas urbanos.
