Abstract

The transition from a top-down cultural policy paradigm to a more inclusive cultural governance paradigm has characterized the last two decades in Europe and Spain. Cultural governance in rural areas faces the challenge of balancing economic development, heritage preservation, and social cohesion. In this context, creativity emerges as a strategic driver capable of generating cultural, social, and economic value, transforming resource-poor territories into sustainable cultural ecosystems. This article addresses stakeholder participation in the cultural governance of urban art, with a comparative approach between Garcibuey (Castilla y León) and Fanzara (Castellón). Both towns have developed unique models of collaboration between artists, local administrations, and the community, generating dynamics for the common good and strengthening local identity.
