Between Creativity and Inequality: The Role of Gender in the Cultural Sector

This study investigates the persistent structural barriers confronting women in the cultural and creative sectors, focusing on unequal access to resources, professional networks, institutional recognition, the influence of gendered perceptions of risk in perpetuating inequality. Drawing on a systematic review of academic literature and regulatory frameworks, conducted in line with PRISMA guidelines and complemented by searches of major scientific databases and institutional sources, the analysis identifies a consistent gap between advanced legal frameworks and their implementation in practice. The findings reveal that progress towards gender equality in the CCS remains uneven. To address these challenges, the study proposes inclusive public policies, including gender-focused creative hubs, support for women-led events and festivals, campaigns to promote female creative work, gender-sensitive funding mechanisms, and intersectional training in creative management. These measures aim to enhance equity, increase visibility, and expand leadership opportunities for women, thereby strengthening innovation and the long-term sustainability of creative economies
